We will craft breakthrough pathways for those seeking self-determination by providing innovative and practical tools, created with heart, that inspire permanent life changes. We will live out and nurture these tools with skill, professionalism, efficiency, consistency and compassion in the belief that all people have the potential to achieve mastery of their lives.
In 2004 the Governing Board of HopeSource created a Five Year Strategic Plan to guide them through the restructuring of theorganization. The activities and results were tracked each year as new structures, systems, and processes were put in place. In 2006 HopeSource began to apply the Seven Standards of Excellence from the Washington State Quality Award to guide its strategic and operational planning. In 2010 the staff and the Governing Board evaluated their results against that strategic plan. Here is how our Scorecard for 2005-2009 looks on three key categories of performance: Financial, Staff Development, and Partnerships.

Financial Sustainability
A Finance 101 course for non-financial Board and staff members is delivered every other year and the Board is also trained in Fiduciary Responsibility by an outside resource. An Audit Committee was formed in 2008 and actively supports the CFO, meeting monthly and reporting to the full Board at their regular meetings. The CFO attends the Quarterly Fiscal Directors at the State Community Action level, networking with the other thirty-two Fiscal Directors in the State, and receiving the latest financial and regulatory training. The staff and management are trained in budget formats, processes, and outcomes and develop an annual budget tied directly to program revenue. Budgets were reviewed monthly with managers and with all staff.
Staff Development
During the annual Professional Development Planning for each staff member, areas of skill, knowledge, and interest are identified for individual growth and reviewed semi-annually. A comprehensive training plan is developed and tracked for all staff members to increase the efficiency of encouraging training while continuing to operate the business. As part of the general development the staff reads one book each quarter, comparing notes at the end of the quarter and sharing how concepts in the book could be and were applied to improve the excellence of their work. Once the reading is completed, that book or another one selected by the staff is donated to the Ellensburg, Cle Elum or Roslyn Public Library after being signed by all staff.
Partnerships in the Provider Network
HopeSource is proud to be the Lead Agency for many aspects of service delivery in Kittitas County, both for the State and for the local Provider Network. HopeSource took the lead in working with the County Commissioners to implement the State House Bill (SHB) 2163 which targets reduction of homelessness in ten years, and SHB 2060 which targets increasing affordable housing in the County. A Committee was formed in 2006 and has been developing the plan and advertising requests for proposals to address the issues intended in the two bills.
HopeSource serves as the Lead Agency for the food distribution network (FISH, APOYO, HopeSource Food Bank in Cle Elum); for Continuum of Care (coordination of all network providers such as mental health, physical health, domestic violence, housing, etc); and for the annual homeless count for the county of Kittitas among others.
Partnerships in the Community, Region, and State
HopeSource staff and management are active on the local level by regularly attending City and County meetings; on the regional level by participating in various work groups of other CAPs that deliver like programs such as weatherization, energy, and food. Each staff and management person is also member of and regularly attends a local service group and most sit on State or local non-profit Boards including:

Staff and management are regularly invited to speak at conferences such as the Northwest Region Food Lifeline, the Washington State Food Coalition, Rotary, Morning & Noon, Leadership Ellensburg, Kiwanis in Ellensburg & Cle Elum, and the CWU Business Leadership School.
Every year HopeSource looks carefully at how effectively, efficiently, and innovatively it operates all of its programs and assesses where new programs can be added and existing programs can be expanded. HopeSource was created in 1967 and celebrated 40 years in 2007. We are currently working on setting in place the right foundations for the next forty years of a growing and vibrant organization that serves its community with Extreme Excellence.
